I ride a Lo Pro with a 650 on the front. It does feel 'twitchier' than a standard set up with 700's. But you quickly get used to it. With limited info above, I'd say try the 650.

Been looking to do the same as I travel to London from Northampton about 4 days a week.

Like the look of the Dahon Solo as well, but the missus is not buying the n+1 bike rule.
