I got my bike through cyclescheme.co.uk.
A couple of my colleagues used Evan's ride2work scheme which cuts out a lot of the paper work and is much quicker, but obviously means you have to buy your bike from Evans, which cuts your choice down a lot. (Maybe similar with Halfords, I don't know?)
With Cyclescheme you have a much wider range of LBS to choose from and I was able to buy my IRO to my specifications from Cavendish Cycles. It took a bit of time (especialy if you are the first person in your company to apply for cyclescheme - as there is a lot of faffing about with contracts and crap, and then I had to wait for Cavendish to order parts and build the bike.) but I would still highly recomend as you will eventually get the bike YOU really want!

they've been really busy lately.
a PCSO stopped me for sitting in advance of the line at the lights at piccadilly circus. i spun him a line about how i feared death at the hands of a scary bendy bus, and he let me go. i also called him 'officer' which inflated his tiny penis a millimetre more than usual, to double its normal size.
Thing is - none of them seem to give a shit when drivers stop in the cycle waiting box at traffic lights:

So cyclists are then forced to cross the line just to be safe.

I've got a 53cm IRO Mark V and there is quite a definate toe overlap, but it isn't too bad if you use medium toe straps.
Too be honest Sano is right - Track bikes (although the Mark V isn't a proper track bike, but it has similar geometry) all have some kind of toe overlap.
I'm very glad I upgraded from my road conversion, the difference in the ride is amazing, the shorter wheelbase means its really snappy for riding round town.

Also (if anyone is still reading!) whats the slowest shutter I can get away with without a tripod? would 1/125 be ok?
I was always told during my photography A-level that the slowest you can go without camera shake is about 1/60.
Also - I'd give your Dad's camera a proper clean and service if it hasn't been used in a while! I think there is a place called Sendean Cameras in Soho which does this sort of thing. Although I've never used them myself so I can't really comment on what they're like!
On another note - I have an old enlarger and some B+W film developing equipment (spool/dark bag etc) in my parents cellar gathering dust if you're interested in buying 'em?
