No, 74 is not year of manufacture. I'd guess it was a Brooks B74. They still produce B72 and B73, which are similar to yours.

So, I had another look at these today. The ring is actually Williams, but the cranks have CROSS engraved on the front of the arms and a large NG embossed right at the base of the inside of the arms. I'm now unsure what the hell they are, anyone have any idea?

NG is a Williams copy. Same pattern/era but cheaper. Search for Nicklin cranks and they will be there.
