Loosen the brake clamping bolt, re-centre, re-tighten. should be fine.

Just for some context, the speakers I'm replacing came from Oxfam and probably cost me £20.

Bob Jackson's web site says they could do new top tube, down tube and re-enamel for less than £300.
I believe they haven't updated their frame repair section for a while but I reckon you could get the work done, either by them or someone else (Argos?) for not much more.
