All roads in Islington have a 20mph speed limit except for the few routes managed by Transport for London, such as Upper Street and Holloway Road.
Ahh that explains it then. The lower portion of Holloway Road seems to be 20mph but once you get to Upper Holloway the signs disappear and it is not really clear what the speed limit is.
Pentonville and City Road must also be tfl roads, perhaps because they are part of the London Ring Road

Yesterday I spoke to the driver of a car that had parked in the zig zags, politely pointing out that her parking was illegal and dangerous and also that there were many legal spaces less than 50m up the road. She totally blanked me. I asked her if she felt selfish? Blanked me. So I took a picture of her car, and her, making sure the registration plate was visible. I informed her that I could report her to the police. Nothing. I left and did nothing.
These bastards do it all the time outside my kids school and it makes me sick. I point out to them how moronic they are being, it doesn't always go down well though

Cycling home up Holloway Road last night I noticed 20mph signs on the road and at the side of the road. Not that anyone drives anywhere near that speed except for in the camera zones. Then I wondered, have these signs always been there, has it always been 20mph on this stretch of the Holloway Road?
I have come to the conclusion that the average motorist is physically incapable of driving at this speed :(
