They rotate in the sense that they are not fixed to the internal nut, but if crushed enough they will pinch down onto said nut enabling the lock to be undone. I still think they're bloody useful, anything can be cut, I carry a hefty abus D lock and ocaissional cable to loop through the front wheel, reality is that if they have the time they can cut the cable, and if they have the tools they can crush the pit lock or cut the abus. Its like having a yale lock on your front door, buy a mortice as well just to make them go onto another easier target.

MrSmith 34" inside leg, is that a bit short for your height?
i'm 6ft1 and ride a 56(semi compact) as i need the standover but have a 120mm stem and layback post so maybe a 59 will be o.k. with a long stem?Cheers guys, and yes, short legs and long body. Now I just have to wrestle with my budget/guilt.

I'm 6' 5" with a 34" inside leg and so far I've tended to favour quite an upright position. My ideal non track frame size seems to be about a 64cm. I've gathered that track frames kind of come up big, is that because their bottom brackets are higher? I'm trying to resist buying another frame until I've built up the Bob, especially as these few months are ££ a bit slim, however would a track frame in 61.5cm with a 59cm top tube be a good fit? There is one I can't get out of my mind, I like it a lot even though its £££. Would it likely be a good fit?
