Think the reason is that cars drives more carefully when there's no barriers between them and peds. Also good for cyclists that can escape cars / lorries / buses rather than getting flattened

Found a tiny brake mark on one of the rims, see the photo with the sticker, and a hairthin line going round the rim on one side from a brake mark. Doubt you'll notice it if they're built up and on a bike though
