agree, if you h a v e to lock it out there, make sure it's not seen from the road, either with tarp or bamboo, cover it from the rain, lock it up more than you think is necessary and add an alarmed lock

there's two, or three, sizes of handlebar clamp areas, and therefor stems.

25.4, 26.0 and 31.8

25.4 and 26.0 is interchangeable if needs be, but should be avoided (someone more knowledgeable please correct me if I'm wrong)

31.8 is a more modern standard

You can get shims that will make a 31.8 stem clamp a 25.4 bar, but I don't know how safe it actually is

Stems go for less than fivers on ebay though if you're not picky, or as you say find an oversized riser / flat bar. there's loads of cheap 25.4 bars on the bay too, and often here as well

I don't know how to say it nicely but she doesn't seem to have her priorities right if she doesn't allow a bike inside when you don't have any alternative safe space for it
