Don't take it up with me my man, but for what it's worth i'll take the word of a council website over that of an anonymous typesmith such as your good self. Semantics I guess, but I maintain that I am not guilty of any naughtiness whatsoever. I simply choose to give occaisional £30 donations to Her madge.

"A fixed penalty is not a fine. Payment of the penalty by the recipient discharges there liability to conviction for the offence for which the FPN was issued. It does not constitute an admission of guilt, but removes the possibility of the creation of a record of criminal conviction."

NEFPN = Non-endorseable fixed penalty notice. Payment of an FPN is an automatic admission of guilt (the reasoning being that, if you're not guilty, why would you pay it?).
Not paying it means that you do not accept the charge, and are willing to defend yourself in front of the beak.
There are many offences under the Road Traffic Act (and others) that do not distinguish between vehicles, including bicycles (although there are offences that do make the distinction).
I was under the impression (can't find a source, perhaps the wanderings of my broken mind) that the FPN offered a kind of 'third way' in respect of guilt - ie you accept a fine but you are not guilty, having not been convicted of anything. of course in practical terms it amounts to the same thing but....
I shall attempt to ascertain where I got this ridiculou idea from and get back to you.

What you find it difficult to understand why couriers (or any one for that matter) run red lights? It's to get there quicker!
The idea that 'understandable' means anything other than 'comprehensible', or that in 'understanding' something you tacitly forgive the action is balderdash.

The "price" is a court summons and possibly massive fine.
The NEFPN is a discretionary offer to summarily accept guilt, and pay a reduced amount, to save the tax payer the ballache of paying for it to go to court.
I don't know what the 'NEFPN' is but if you mean the fixed penalty notice then I was under the impression that you don't technically 'summarily accept guilt' when you pay it, it just means they get their cash and leave you alone. I'd be very suprised if you would be done for dangerous cycling or whatever the charge is by creeping through a red light. A bicycle is, after all, a carriage not an automobile in law.

what fucks me off most of all is that when i was working a couple of times i was stopped with a few other cyclists and was the only one given a fine. When I started questioning the fuckers over why they'd let everyone else go they got the van over and threatened to put me in it if I carried on 'mouthing off', and that as a 'professional' I should know better. Fuck them.

Yeah but the 'price' is meant to be a £30 fine, not a court summons and possible massive fine. I think it will be difficult for him to prove that you were conducting 'dangerous wreckless or careless cycling', though. It's very rare that cyclists are done for shit like this and its usually cause someone has been hurt/killed. Wouldn't worry too much, but perhaps seek legal advice.
Couriers run red lights cause they're gnarly and have skills commuters can only dream of. Haters be jealous.

ok, when I get angry I say say some fucking ridiculous stuff, offensive and should hold back. When I hear of innocent people having their lives taken down to crime, the scum responsible don't deserve to live in my opinion.
I'm sorry about the lorry comment jonty, but still I don't like being ridiculed as someone who doesn't take cycling seriously. I've paid for and built all my bikes myself.It's ok old bean, I wasn't offended. Still think you're a plum though.

No, I get fucking angry hearing of scum, no matter of age, mugging people, stabbing them and leaving them for dead. If they can continue with doing and not have any guilt they should be fucking destroyed, the death sentence.
What do you advocate for those who ask to have a go on peeps bikes and then cycle off?

I'm not trying to intimidate you, but you're obviously a bit angry at stuff and when I realised who you were it all made sense. Is it imtimidating to be called a fakenger? Surely such a slight pales into insignificance compared to a call to have me run over by a lorry?
