Rasmussen lied and said he was in Mexico, when he was really in Italy. Why did he do this? To avoid the out of competition testing that would have probably showed him positive for EPO.Yes, but the key word is 'probably'. I get the feeling that the UCI and Tour officials are on some sort of McCarthyist witch-hunt, where the presumption is of guilt. To my mind, that's far more damaging to the Tour than the occasional act of doping.

I have a Bagaboo hip pouch thing, for the same reasons you describe. (ie: wanting to carry a lock, puncture stuff, keys etc without having the whole enormous bag palaver.)
Yours looks really neat - I like the way the sides of the opening go right up the flap (oo-er!) - should keep the grot out.
A couple of things I'd change, though: I'd like the lock to go on the outside, since they tend to get covered in crud. And I'm not sure about the plastic clip - I reckon one of those magnetic things from a handbag would be better. And an outside pocket is always good for those non-valuable yet essential things like sweets & small change.

I have a mate who grew up in Dulwich. He used to describe it as "West Peckham" in an attempt to shore up his urban credibility.
Mind, when I lived in Cricklewood, we used to refer to it as "West West Hampstead"...
