Yes, but the key word is 'probably'. I get the feeling that the UCI and Tour officials are on some sort of McCarthyist witch-hunt, where the presumption is of guilt. To my mind, that's far more damaging to the Tour than the occasional act of doping.

I've got a copy of Pedal. It's OK, but there's a lot of "How grim is it to live in NY with fuck-all money?" and not much of "Let's ride our bikes really really fast."

I have a Bagaboo hip pouch thing, for the same reasons you describe. (ie: wanting to carry a lock, puncture stuff, keys etc without having the whole enormous bag palaver.)

Yours looks really neat - I like the way the sides of the opening go right up the flap (oo-er!) - should keep the grot out.

A couple of things I'd change, though: I'd like the lock to go on the outside, since they tend to get covered in crud. And I'm not sure about the plastic clip - I reckon one of those magnetic things from a handbag would be better. And an outside pocket is always good for those non-valuable yet essential things like sweets & small change.

They're not as common as 1 1/8", but there's still a modicum of choice - a fair number of roadies use 1" threadless forks. Obviously, Chris King do one, and it's lovely. Campagnolo do a loose-bearing one, too.

Threadless headsets FTW. Less weight, less mechanical grief, look nicer, and there's more choice of parts.

I'd disagree about 1/8" chain, though, and go for 3/32" for similar reasons: you can get decent 3/32 chain really cheaply, and you'll only need one set of tools if you also have geared bikes.
