Put a scrap (ikea flatpack) allen key in the bolt then heat the free end of the allen key with a blow torch. It keeps the heat where you want it.
Let it cool a bit and spray penetrating oil on.
Wait 30 mins and repeat.
When you feel the moment is right try to tighten the bolt a fraction, if you round it off you still have the undo faces undamaged. If it tightens a fraction then undo. -

What are they made of and what’s the heat treatment?
Heat treating mild steel will do little.(the larger diameter still wins)
I’ve made a few small leaf springs recently the heat treatment then relaxing process is really tricky. At the end you give them a squeeze with a pair of pliers and they might squash, they might shatter and bits fly across the garage or you might have done it just right. -

Cheers everyone I'll come back to you when he is back, I've managed to bodge his old one together. I'm being harsh on him saying he is a groupset snob his bike is his pride and joy.
The thread on the cage for the top jockey wheel has stripped so I've used a longer CSK set screw and used an old jockey wheel, a nut and threadlock.
This was supposed to be just for Herne Hill on Wednesday but he has just jumped on it to got on a ride with friends to Regents park and Richmond.
Have to admire his keenness hope he doesn't have a long walk.
