If a Mercian then the frame no will be on the steerer assuming it's original. I don't think Mercian ever used Reynolds lugs?

@Crows there's a chance it's pop rivet in a threaded hole so if you removed the rivet you could replace it with a bolt.
Did you check the steerer, sometimes marks on there can help to ID.

@crows I have a rivet gun you can borrow but don't have any rivets. I'm in East London.
