TFL check on licence plate say nope. Bit farcical if a 7.3L diesel V8 'murican behemoth from 1989 were to be deemed ULEZ compliant!

Tear in the sidewall unfort.
Gutted. I had that happen on a previous car, Toyo Proxes with less than 500 miles. Silver lining that straight swapping another new one was absolutely fine.
Better tyres as in quality or life left go at the back?
Life left. Newer tyres with more tread at the back.

If you replace old tyres with new tyres and this does not apply to the whole set, there comes the question: Do you fit the new tyres at the front or back? Regardless of the drive type, we recommend not fitting the better tyres at the front, but always fitting them at the back. The reason is simple: The rear axle ensures the tracking stability of a vehicle.

CONCLUSION
To give the best possibilities of a vehicle handling safely when fitting new tyres to a vehicle in pairs, it is advisable to fit the new tyres to the rear axle. -

I wouldn't be surprised if in years to come we learn that the FIA, Liberty Media and Mercedes came to some sort of monetary arrangement to not drag the 'sport' through the mud by taking this to CAS. Masi getting booted is a given, they might allow him to officiate Lada drift races somewhere in deepest darkest Siberia when the dust settles.

@frankenbike - spoke too soon, I used your referral code once in the app and it worked, so you should have seen an alert come through hopefully!
I'll be cheeky and add my referral code: exgpjearyg
@ChainBreaker - open the app, on the home page hit the cog on top left and then you should have an option to enter referral code :)
