it's just my brake cables are quite toit, and i only run one pair of wheels so never change. It's nice to know its real function though, thanks.

the idea is you have the lever down when you pull the cable tight, so if you need to take the wheel out, you just flick the lever up and it gives enough room for the tyre to fit past.
