The guy changed names lots of times. For a long time they were called 4T or Forti.
Then there was a name Victoria (or something like that) that came before 4T and it also had something to do with 4T.

So this frame is definitely not a Wittson, but it must have been made by the same frame builder in the late 90's or early 00's.

From that video I'd say that brush aka post-fender
reduces the spatter 50 to 80 percent.
Better than nothing but still not good enough.

And did you notice those bars are actually a U-lock?
It's like a very big u-lock. Huge.

And the brakes work only if you ride it like a hipster.
