Matt at The Dandy Horse does, not sure if he'd let you do it yourself though. Alternatively - http://forums.bicycletutor.com/thread-922.html

You won't cut through the BB axle, as it'll most likely be made out of boron, and be super hardened too, so a saw just won't bite. Try bracing the crank when you hit it - place something under it like a pipe or a block of wood, so that the force from the hit goes through the pin, rather than vibrating out. Also, use a punch on the cotter pin, don't just wildly hit it with a hammer, as you want to direct the most force into downward movement. We've had plenty in and out of the Links, never had one irremovable.

I feel for you Jules, I was never allowed to do headlines either, and that was only at the UEA student paper! We came up with some cracking red-top-esque working titles though, best of the bunch being 'Get Your Wang Out' when Shuyu Wang, a registered sex trafficker was found to be living in UEA halls - gave us all a few chuckles, and would have gone to print had it not been the new editor's first issue in charge.
