I know RIH are no longer building but they still seem to have a shop. There might be someone there who knows about Pekas, or who can cast a little light.
They're opening again! Wim van der Kaaij is currently teaching the art of framebuilding to two new guys.
^^ I though the same. Reading up, it appears that the same frame builders from Peka also built for Presto. Could be what the P is for.
All old Presto frames seem to have three Andreas crosses cut out from the bottom bracket.
