if you go for a mini max you can always get an extender bar for occasional rides with bigger cargo.
Mini Max is definitely twitchier than the Cargo which becomes more pronounced under really heavy loads but most of the time you won’t notice it and that same twitchiness makes the Mini Max feel more like a normal bike without cargo

I’ve seen a Thule tandem roof rack used with a Bullitt, it pivots down to the floor so you can slide it on like a ramp and then lift the back end to push it up onto the roof of your car.
I’ve also seen the above copied with a ladder, securing the Bullitt to the ladder first, getting the front end onto a roof rack/bars and then lifting the back end up and on

Have you been looking at anything like the Benno Boost bike? It’s sort of like a sexy/cheaper Tern but essentially you can have two kids in the back (of various sizes if one is too big for a Yepp) and one on either the cross bar or probably on a rack (obviously only if they’re tiny)
I’m sure any Danes reading this will say you can just use an Omnium cargo and a couple of inner tubes. I have sold a lady an Omnium cargo and she rides through the new forest daily and delivers her 3 kids of 2-3 years apart to their nursery, school and wherever else kids go

Someone on the universal Bullitt owners Facebook group posted a marketplace listening for a Thule Tandem carrier 558P I think the model is.
They don’t seem to be in stock anywhere though and the guy who shared the link did mention they are very rare.
I assume most tandem roof racks would do the job? I think the Thule one was just particularly fancy (apparently it pivots so you can get it on and off easier)

if you get a dog seatbelt harness that you’d use in a car (in theory) then put a sturdy carabina on the strap that normally you put the seatbelt through.
Then get a ratchet strap or bungee (or something of that sort) and tighten to the rack. Then clip the carabina on to the rack and away you go.
I’d recommend some kind of bakers tray or box so they know where the edge of the rack is and then maybe train them getting used to sitting in that

Have you seen the Benno bikes range?
It might be totally off the mark but they do a bike called the EJoy which is a traditional looking ladies step thru bike but with cargo capabilities. Only available as an electric bike though
