I think not. That way it's hard to make a aluminium cap to fit that stem.

i'm going to make some crank caps (also aluminium caps)
Alot of older cranks use plastic caps
(as you can see here)

this was my first custom made frame
I did the geometry (angles and dimensions) and than Valdemiro (portuguese frame maker) welded the Easton Scandium tubes. Than i did the paint (also custom made) and painted it.
