I only pasted an exceprt from what is a pretty long PA story. Hippy's link is a longer version of the same story, but still not all of it. The full version includes this from the judge:
He told Barraclough, who has no criminal history: "You're intelligent, decent and, from the reports and evidence I have seen, an outstanding young man. But he added: "Your driving did, in my judgment, fall substantially below what was acceptable." I don't know how to square `substanially below' acceptable levels with the sentence, but I agree with Hippy. RIP Mr Grayson. -

RIP rider, deepest condolences to family and friends.
June 9 (Press Association) -- Police are appealing for witnesses after a 17-year-old cyclist died in a collision near Swansea. A white Ford Fiesta collided with the cyclist on a junction in Gowerton, a village four miles from the city, at around 1.30am today. The cyclist, who lived locally, was taken to Morriston Hospital, where he was pronounced dead. A spokesman for South Wales Police said it was not believed that any other vehicles were involved in the collision. He added: "South Wales Police would like to speak to any person who witnessed the collision or who stopped to provide assistance, or anyone who may have seen the vehicle being driven prior to the collision and who have not yet given their details. "The road was closed for approximately 4 hours while police carried out initial investigations and recovered the vehicles." A police family liaison officer has been appointed and is supporting the 17-year-old's family, he said. The coroner has also been informed of the death. Anyone with information is asked to contact South Wales Police's serious collision investigation unit on 101. -

Saw on Twitter this is the leaflet they were handing out to drivers regarding the ASLs. I wonder if they gave these to people on motorbikes too?
