You should be fine. I expect the ceiling was skimmed originally and the paper has been put up to hide some cracks or other damage so expect to do more than just painting when it's off.
This has not always been my experience lots if shitty plaster and lath ceilings are covered with woodchip to hold them together.
But you need to get the paper off to skim it and you can't live with a textured ceiling so give it a go.
What's the worst that can happen?:-)

I've also been discussing the bathroom plans with my dad. Since once the Central heating is in that will be our next job.
Is having one door between a dining area and bathroom still a taboo? I worry if we were to incorporate a small hallway we'd loose too much of the room, and it would make the available space in the bathroom less.
My thinking was that if the toilet is at an opposite end of the room to a door and you've got an extractor fan and window it wouldn't matter if the room opened to a dining area.
Thoughts?
As I understand it its between a WC and kitchen/food prep area.
Loads of places don't have a lobby/ second door so you'll get away with it. I did some building work for a bakers that had had to put a second door in but it was off its hinges leant up out of the way. They get advance notice if inspections. -

Avoiding actual violence is good.
But I still feel like a prick -I stopped screaming at drivers in that 'I'm a big guy do you want a crack at the title?' way over a decade ago.

So heading past Lewisham college this morning the guy riding a fixed in front of me nearly gets wiped out by a right turning Mercedes coming the other way, the car stops at the last moment and he swerves round the front (he was riding fine, in primary). The car then continues to turn I skid and turn left alongside to avoid an impact.
For some reason I chase him down screaming and shouting, he gets out of his car all road raged up too, I get off my bike (I've been caught off balance before) and face him down, there's a fair bit of 'Fuck you' 'No Fuck you' I've got 3 inches on him and a few kilos he gets back in his car as I hear myself saying 'yeah get back in your shitty little car and fuck off' (it was a rather new C class)
I turn round and remount my bike, there's a bunch of onlookers one I recognise says 'I've got a photo' (I hope she meant of him pulling In front of me not me squaring up to him line a macho prick). As I ride off muttering something about tearing off heads and shitting down necks I realise she's a mum from my kids' school.2 lessons; don't shit where you live and remember you're now (ostensibly) a respectable middle aged man.

^^Thanks, the Abus is the top of my budget really so if i went Kryptonite it would probably be the evo 4 standard rather than the fahg.
By cover I'm assuming you mean its protection against the weather, as I was leaning towards the Abus from reading reviews but I don't want it rusting up and jamming on my bike leaving it stranded.
Cover = insurance in this case.
I have a Abus Granit and think its just fine, one of the best things about it is how smooth and easy locking and unlocking and stowing the lock are.

While on the subject of the Emporor's clothes; personally I really dislike socket fork ends.
Seems all the current Japanese makers use them.
They may save loads of time frame building but they're ugly and the way that different builders and even nations finish(ed) the fork and stay ends is one of the cool things about handmade frames. -
