I managed to remove both seatpost and quill stem from a frame this way. Lots on YouTube to show you how it's done.
Try the forks first just dunk them in a bucket of the solution and stand well back.

The standard diameter steerer from early nineties was 1 1/8 steerer with 25.4 bars for a quill stem

Re max spacers I recall 1 inch for 1 inch steerer is a good rule of thumb.
ie 25mm.
l see the tandem is still hanging up in Vaz!
