Titanium is fairly hard it will take a lot to reduce the diameter. But as you say do it carefully and it should reduce the scratches visual impact.

You can you scotch brite pads to brush titanium.Use an action that works around the tube diameter rather than along its length. Start with coarse pads and progress to finer pads then metal polish if needs be. This is how some ti frames are brushed. If you have no luck with these you can try using a stainless steel brush attachment on a dremel to create a deeper action to start then go to pads after.
