ha! Same problem I had with it...got it off Plastic Pedals a months ago and have been picking bits off it....does fit 700c or 27s though, I did at one point have a little run around on it and it handles pretty nicely. Not the lightest thing in the world, but solid :)

Depending which version of the steeloflex it was....I went through a 1000 one in about 10 seconds with a 240V grinder...only had to cut halfway through one of the cup bits and the wire inside just shredded and pulled out....really depressing considering how much they cost....
Now only rely on D locks and have spare keys galore :)

though after UingTFS some people say it might be slightly larger???

Hate to gloat, but this was an experience of very unexpected happiness....first of all Brother was a mega-gent and basically delivered it most of the way across London and secondly what at first appeared to be a rattlecan, turned out to be a rather nice job of black tape with a little bit of rattle around the headtube....have just stripped it all off and the paint is perfect underneath!
