Cyclops Track 1980's?
Picked the frame up last summer, the paint is quite unique. ;)
The top tube is 55.5 seat tube 56, has pretty long headtube and high bb.
Reads 'custom built by M. Mullholland & Son for Alain Boucher' on drive side of the top tube.

They say the ceramic OP's will wear down pads much quicker than a standard aluminum brake track rim.
These green swisstops are the recomeneded pad to use with the ceramic OPs, cause of their durability.
The catch is they're usually compatible with shimano/sram only.
They do a new campy version called 'Race Pro' but it's only for 2011 and later models.
When you order these make sure that your calipers are compatible.
