Personally, I'd stump up for a better one with better spares support which means he could use it for longer on other bikes as he grows

You can get really posh hubs, posh spokes and a pair of carbon rims in almost any shape spec you like these days, handbuilt by someone really good for the same money (probably less) than whatever these other wheels are

They beauty of DOT is that it's (one of the few) standardised things used for bikes; there is absolutely no difference between brands, just the packaging and price. Fuck Halfrauds though, go buy some from your local motorbike shop or something instead, even if it's a few quid more. It's still cheaper than buying SRAM stuff

Discs I would clean with some sort of solvent, then wash it, then sand it (so you don't just move contamination around).
Pads are slightly porous, and burning only really works for DOT fluid. If mineral oil got on them, it's just easier to bin them and put new ones in.
