Dont be out off by the top tube - this is an old style long TT shorter stem style frame- It works with a 9.5 and I think came with an 8 cm-

The good thing is that there is no toe over lap, which is unusual on a frame like this

The Met knows what its doing. It really struggled with public disorder in the 80s -look at the footage of the original Brixton riots when the Police had to use dustbin lids as shields..they are probably a bit rusty in dealing with this sort of rioting.

No, Borough Commander are performance managed on crime in their borough and are set target etc. The commander tend to be bothered about the crime and their targets in their borough. So Hackney cares about the targets set for Hackney etc.

Perhaps you should send your work to Prospect or the Economist. They could really do with such thoughtful analysis.
