not a special - as it has the cable guides on the top tube which the 76 special doesnt have.
Also that special doesnt have mounts for shifters and I think the specials from around then all had campagnolo dropouts - the frame above obviously has simplex ones....I think they put it at late 70s or early 80's

What I am lead to believe is around an '83 Holdsworth Special.
Its 531 and has an interesting serial number of just 777 under the bottom bracket ...Has been resprayed (poorly - not by me) and has non original chrome forks (headset included).
24" Seat tube (61cm) and 23" top tube (59cm) so will suit someone tall -I'm just over 6 foot and it fits me fine - but I recon would suit up to someone 6'3"ish
