I feel that drops are far and 1cm shorter stem would be good but as I'm riding it less than 4h a week it doesn't really bother me. A part from that I feel confy on it.
instead of an ugly and weird custom geo bike you could play with an inline seatpost, a shorter stem, maybe a +6 or more stem.
this would help you a lot and it would be even cheaper and easier. -
76 HT angle and 45mm rake fork is reeeeally orthodox :] (the last decade track bikes has moved from the 75 degree to 74 degree HT - and hovering around the 30-35mm rake).
also modern track bikes have short headtube to make the frame stiffer.
if you have to go upward with your body use an upward stem.
