Shall i go to a workshop? what is it like?The Open Tools doesn't exist anymore - I'm pretty certain of that. The next best thing is going to the pub nights where there gonna be lots of knowledgeable people. Talk to them and ask your questions. Where do you live?
If you want a cheapish build get a road bike with horizontal dropouts off ebay and put in a new rear wheel. Definitely also read Sheldon Brown. It looks dated but is the best website on fixed gear bikes.

Building one from scratch sounds scary to me as I dont have the knowledge to make it...
and the prices are relatively higher? (i think)
and yeah! i saw some pics of Charge Plug Racer on flickr, they look cool after being customised!
I also read some reviews on the Racer, the only bad thing is that it is slightly heavier than normal?It will be cheaper to build your own bike if you use 2nd hand components. The question is whether you want to go through the extra effort - it's not actually that hard but will take longer due to having to source parts. If you want to learn mechanical skills there are tons of people on this person who will be able to help you in person. Befriend someone from your are by going to the drink nights and ask people.

im new aswell , i was given an old raligh road bike and have jus put on a 14t fixed rear driver , i dont have horizontal dropouts and a quick release , will i need a cghain tensioner?
Chain tensioners are a no-no for FG. You could try a half-link but that'll work only if you're lucky. Also try to "magic gear" it - that's not easy tough.
