You could also try a different hard drive enclosure. It’s possible that the drive is fine but the electronics in the enclosure have failed.

It's hard to tell from the picture but are the small specks on the crystal or on the dial? Is the dial completely clean? Use a loupe if you have one or a magnifying glass or smth if you can
