Cycle Safety Shield - who comment on that article - have been seeing good results from their device which is fitted to the HGV and doesn't require the vulnerable road user (cyclist or pedestrian) to be using a sensor.

I've tried to go for a run three times since October and given up every time. Going to try and force my body back into it this week. Any tips for people who used to be quite happy running 12 miles but have lost all muscle and gained a stone of flab in the last few months?
I do this EVERY winter. Next year I am definitely going to do something about it before being in OK shape feels like an impossibly distant dream.
