I’m not sure if you realise that writing with all caps comes across as aggressive.
I understand your point, my point is that £7-19 is low range, £20-35 is mid range, £36-50 is high range, and above that it’s expensive and/or specialty tyres. Finding a tyre that is middle of the range in quality for bottom range price is not the norm.
In any case, if I’m understanding correctly, the shop charged you £45 for a Schwalbe Black Jack? That’s madness.

Notice one end of the circlip is cut so you can fit a tool under it. You’ll need a pick, the park tool ones work fine, and if not a thin screwdriver or knife will work.
Dit the tool under the end of the circlip, lift the edge, and when you’ve lifted it 3-5mm (poss. More) pull it towards you. That should lift part of the circlip out of the slot. If you got enough of the circlip out of the slot, you can fit the pick under the edge and continue lifting it out. What you don’t want to do is use two tools, one to lift the end and another to run along the edge lifting the rest of it.
Hopefully that makes sense. It’s not a difficult task once you get the knack of it. I have no idea how you’d remove the circlip pictured in that stock photo.

If I can share a true story from my childhood: Dad and I are driving home along a US highway, and a black camaro comes screaming up behind him, flashing his high-beams. My dad changes lanes not even turning to look as the dbag overtakes, and he says to me ‘In life you’ll come across idiots like that, and it’s always best to let them go crash somewhere else’. 15 minutes later, we pass the camaro is on the hard shoulder literally flipped upside down, with other cars stopped to help the driver.
Best thing to do with this idiot is to get him out of your life, IMO.

In general, you’re not normally going to get a mid range tyre for an adult bike for £15. £45 would get you a good tyre, although it’s on the high side of what you should expect to pay.
I can understand you’d be upset, but there is the possibility that the shop that charges you £45 actually sold you what they thought was best for whatever circumstances you described.

I realise we've not seen any actual laps from Saudi Arabia, but a narrow, high-speed track lined with barriers is likely just going to be a longer Monaco.
Yeah it’s a strange looking track for modern F1 cars. No doubt they had the best brains money can buy designing it, so we’ll see.
Wait, belay the above. My gf just pointed out it’s a street race and they’ll probably build a track in the future.

A couple ideas you can try:
1) Heat. Ideally a heat gun (shield the paint) but a hairdryer or boiling water will do. Then apply torque or…
2) Percussion. Lightly tap the nut with a hammer (or a rubber mallet so you don’t mar it and can send it back) around the sides. The idea is to break the bonds a bit, so you can then wrench it off. It’s worked once for me, no idea if it was a fluke.
3) Tighten bottom nut/cup. Depending on the headset design, you might be able to budge the lower cup (of the top half of the headset). Tightening it into the headtube might give some release on the top nut.
4) Your breaker bar idea could work, just be careful of bending the forks. If you have a strong mate, they could brace the legs with their hands while you torque the nut.
You could try dremeling it off, but there’s no telling what condition the threads will be in. They might be rusted or they might be mauled.
