70cm frame!!! Cannot be many of them about. If it’s your size £400 is ok unless you intend to drop more money on groupset, wheels, tyres etc etc.
I bought a 531ST touring frameset on here for ~£100 and a complete bike for ~£250ish both ~60cm frames.
Those big frames don’t sell all that quickly so if it’s not your size you’re stuck with it. That would be my biggest consideration.

Add a pic of your current brakes, I bet pads can be identified.
BR-CX50 (or if you can find them BR-CX70) are easy to setup and work really well if you wanted to stay with cantis but go for something new. I run these on 2 bikes very similar to your own.
I believe mini v brakes give the best performance but I haven’t tried ‘em to know.

For my B&M light that bracket needed to be modified as the jaws were not wide enough to fit around the tab on the light.
Great idea for a bracket, poor execution.
Does work well when you get it in place.
The Dutch bike shop has most of the longer / shorter weird and wonderful brackets that are listed in the B&M catalog if you are so inclined to sift through.

Cx-70 and cx-50 are pretty much identical to setup.
Cx-70 come up on eBay pretty infrequently, if buying 2nd hand check that they come with a full set of spacers and associated screws. Those parts are now expensive as spare parts.Apart from the colour, cx-70 have the advantage of using cartridge brakes so any road r55 pad will fit.
The chart in the setup table for the cx-50 / cx-70 is identical, note that for wider wheels you may have to extrapolate to figure out which is the optimal set of spacers. -

I finally fitted the B&M μ (mu) that I bought 5 months ago. I was hesitant to drill the mudguard but in the end it was a piece of cake.
My wiring follows the brake outer along the top tube, then spirals down the seat stay and back up the mudguard stay. Looks ok.
If I have more clearance in the future I would consider having the wiring on the underside of the mudguard but right now I cba with over thinking that.
The electrical connection is temporary so I will update that at some point.
Placement is at the highest point on the mudguard that still allows fitment of the rear rack.
The light is bright, the stand light works perfectly and it’s tiny. I should have purchased a silver one but hey ho, if I had a silver one I’d want a black one.
