What happened to your Prone?

you could buy one of these, build it up, then replace the frame with a self-built one with nicer tubes?

That's what I'm doing with the Prone. Its pretty sweet and really light but it doesn't fit quite right so I'm gonna rebuild it in steel with tweeks.

At that price I should just buy one as its basically what I need although I'd like to try and make my own even though its gonna cost a load more in Columbus 29er

I think 19t is the smallest available gates cog but it depends on hub configuration. Some styles have a 24 or 28t minimum

Wear and tear or parts failing under new ownership is not the sellers responsibility in my opinion, as long as it worked as it should when it was sold which it sounds like it was.

After a test ride, I'd say you're definitely buying as seen and squeaky brakes are an annoyance but not a problem.
Fork soft? Sus fork? Suspension needs servicing and maintenance. If you buy used suspension which hasn't recently been serviced, you should expect it to need doing very soon.
