Most USB sticks are not up to the job of reliable long term storage. I found this out the hard way when using them for server OSs. Look for 'industrial' USB sticks for reliability, but they cost a lot more.

It's not that obvious how you find out on Windows, but you should be able to get storage device manufacturer and model and usually whether an SSD from C: properties then Hardware.

Windows won't let you delete really important stuff on your live OS disc for good reason. All the tools will exit Windows to do the key steps. And you can do it with MS tools as well.

What do you want to do with the recovery partition? That's the key here, as until you move/delete it, you don't have anywhere to expand your C: to.

I thought you were talking about just public (all can read) + private (some users can read) data, but it sounds like you want to control read permissions to individual rows based on user.

This is asking for trouble. I would split the public data out into a public spreadsheet.
