So there's a couple of roof rafters running across the window opening!
If you have scaffolding up and don't ever intend cutting the rafters out, replacing it now with a top hung would mostly pay for itself next time you need a couple of slates replacing.The current 24mm thick glazing should be a bit warmer compared to the old 16mm for next winter. Or at least just not leak whenever it rains.

can't get to outside with 4 stories of scaff
There's usually no need to work on them from the outside. The sash can be removed completely, but yours would be a heavy bugger and it's not really needed. Just rotate it to vertical and there would be enough space to work.
They can pivot right around and the shootbolt locks into the hole in the bottom of the frame, for a maintenance position / cleaning.
Mines a GGL-804. So the next generation. Same width but not as tall.
Yours will probably be a similar setup, but likely a bit different. My version has the vent filter clipped onto the top casing.
There's a screw in either end and the top casing fits under the top flashing. -

If you don't have a smart meter, going forwards, set a reminder on your phone, to take and submit meter readings each month. Or a week before your next billing date. Saves getting the wild estimate bills.

Ah. I was imagining you having issues fitting it onto a fan spigot. Not through a bored hole.
The rigid 150mm od from B&Q that you mention above should take the flexi duct over the end of it, from the fan. You'll probably have to get slightly creative to join onto the outlet grill which will have a 150mm spigot.

Your ducting ^^^ would be 150mm internal. Slip it over a connector which would give you 150mm external.

If they actually had a warrant, it looks like they will need a new one as they had 28 days.

2(1) Where a customer has not, within the requisite period, [made all the relevant payments], the supplier

.If your sure you don't owe them (or the previous supplier that they took over) and your disputing it, they shouldn't be trying to install a payment meter.

Strange that there's no mention of breaking in. Although access with a valid and correctly served warrant may include forced entry. ( Rights of Entry Act 1954)Can they prove that you actually owe them the money?
Can you prove that kind of usage is unlikely and its probably an error.
