Ah. Okay. I think this might be a problem: The teeth on the end of each hub suggest that these are used with a Shimano Nexave rollerbrake. The hubs in that wheelset are (unless I am totally mistaken) rear: 3-speed Nexus IGH, front: Power Modulator (which I think is a way to make the front rollerbrake more user-friendly when sudden force applied).
So to get these working, you’re looking at getting two rollerbrakes and a frameset with fork/rear stay loops to attach the rollerbrake arm to. And non-turn washers for the dropouts too. Oh, and a bell crank and shifter to control the rear 3-speed!
Of course, you could use these with rim brakes, but that defeats the point.
That said, looks like it’s in really good shape - the Nexus 3 on the back is definitely worth having a play with.

These look exactly like the wheels off a Giant Expression N3 (3-speed Nexus IGH).
Interested to know what happened to the bike/rollerbrakes that were with these?(and also what @Qebrus is going to do with them) : )

Nice! I’ve got the rear end of a Dynatech (the cro-mo triangle) that I’ve been dithering about the Keirin flake over some sort of blue (the Raleigh blue is like an old British Leyland paint colour to my eye).
Are you going to top coat it with anything else, or is that it?
(as you keyed the surface but didn’t go back to the bare metal, it’s covered, right?) -
