The 20ohms related to the resistance through the element. You need to check both.
Well final update, went in to collect and when I raised my dissapontment with the rude service and lack of communication I got no apology. It was my fault apparently.
Following my rude reception Monday, I've called today to check my bike is fixed and ready for collection today as agreed. It's not, and no one called me to tell me so lucky I didn't head over. 0/10 won't be using them again.

If you have a multi meter check for 20ohms resistance between these two prongs with power off. If not element is knackered.
Check across the stat for continuity turning the stat up and down.
Did the plumber replace the whole thing or just the stat?
