Maybe strip the rattle can paint job and see if the original paint and decals are still underneath?
Forks I suspect are not original to the frame, could be wrong though.

Leave the caliper bleed port open and then pry the pistons apart?
Bit of a fixer upper for not too much dosh:
Pro: Wheels and brake and you are good to go.
Con: Disc tab position probably means that you won't get a conventional disc guard on there.
