Once you set a location, you can hot switch from the apple menu anyway - don't need to go into system preferences/automater it.
You can script a fast switch right? Could you write a script that triggers the change and fast switches and then run that when you want to switch? I don't know at what point a change to your switching workflow is as disruptive as the two clicks it would to manually change location on switch.
Can definitely be done through terminal
networksetup -switchtolocation "location name"
so presume it can be done by script as above!

If you make a new 'location' instead of Automatic, can you set a different location per user to get round this? Think that's how network setting are 'profiled'. Pretty sure that persists on logon/user switch.
