Crown race is sitting good and flush and I have the split collar and I have tried it with and without some spacers in there.
I wonder if the bottom of the head tube is machined too deep. I have attached a picture, but the bearing seems pretty deep in the head tube.

Yeah, it all easily drops into place and I have tried switching the top for the bottom bearings, but still no joy— the steering is crazy tight and there is a rubbing noise between frame and forks.

I was hoping someone might be able to help me ...
I recently bought a Moda Fresco frame and fork . The sale came head- set included.
However on assembly (and with a top cap only barely tightened) the steering is extremely stiff, and the wheel doesn't more freely. At this stage I'm assuming the bearings are just the wrong size— as the forks seem to be sitting in contact with the base of the head-tube.
I'm not too familiar with all the ins and outs of integrated headset sizing. But I was sent two bearings sized 45º/ 45º. I understand you also get size 45º/36º and 36º/36º
Does anyone have any experience with the size required for the Moda Fresco?
Any suggestions would be greatly appreciated.

For any one interested, I have resolved this.
The problem was the bearing supplied was too short to allow the forks to clear the frame. A slightly taller bearing was all that was needed to fix it— who knew they came in subtly different heights, but sorted!
