Re-read the context of that phrase, you'll find I was referring to the perceived ambiguity of the rule phrasing not whether the generation and enforcement of the rules was agreed by consensus.
Very well put indeed, for the greater good (hoods, round table and torch light from below, etc.). However, the bike's been advertised for almost a month and is not at what I believe (perhaps wrongly) to be an excellent price, yet it is still here.
