It looks like a Miche cog carrier, easiest way is a miche cog and chain whip.
I don’t know if they made a tool for its removal. -

Yup, it’s a Miche sprocket carrier, the idea behind it is that you don’t need a chain whip to remove the sprocket. The carrier screws onto the hub as you would a normal sprocket, and then you slot a special Miche sprocket onto it and then fit a lock ring as usual. You’ll just need a C-spanner to remove the carrier instead of a chain whip. If you don’t have a C-spanner but you have the Miche sprocket then you can slot it on, fit the lock ring loosely, and carefully remove it with a chain whip.
