These are really old - I think mid-50's vintage (or could easily be older) and used to be on my mums road bike way back when I was a kid in the late 60's - she loved the steeply curving shape of these
I'm having a massive clearout and some things I really don't want to sell are just having to go - I lost my parents last year and I've filled my house and garage with their stuff, and it's just not the way to go - don't want my own kids to face having to get rid of all my stuff when I'm gone!!
The stem is 80mm and the bars are about 38cm c to c at the ends, with a really steeply sloping and flared shape.
The bars are shimmed into the stem with what looks like a piece of lead (?) but they were used like that for ever as far as I can remember so should be fine
