I wonder if Will Cockerell was involved with the 350 runner event they said no to; that is not a public statement by the park I can find with a quick google and he doesn't say what the source is which suggests a communication to him.

Well that escalated quickly

I think the issue with xc running events is that they'll want to do lots of small routes in some areas that are trying to be actively protected. The want to be off trail will only have been made more difficult as the Royal parks have been adding more hard packed trails in an effort to open up the park a bit more and keep people on them.
