I was changing an inner tube and noticed that the rubber is peeling from the bead of the tyre; I had quite a big blow out on this (please see attached photos). Hope it's not a daft question but does this make the tyre unsafe to use?

Yes. That's the part that keeps the clincher seated on the rim, once it comes off you'll continue to experience blowouts there.
Also, is it just rubber, or does that part contain a wire as well?

Unfortunately, I don't have any receipts for the tyres.
