My theory:
He was selling US Navy nuclear reactor technology, not nuclear weapon tech.
This tech is extremely tightly guarded. Only a specific authorized crew are allowed into the propulsion areas on nuke subs.
In 2018 Trump inexplicably pardoned a sailor, Kristian Saucier, for taking photos of a nuclear subs’ propulsion system. The navy was very annoyed as Saucier had clear intent to sell them.
This may have given Trump the idea to do it himself.
Saudis were trying to get it for years and there have been previous espionage investigations.
I think Trump attempted a deal while the Saudis were visiting his golf course a few weeks ago. Someone who needed a bargaining chip overheard it.

The fun thing is that espionage charges do not rely on the level of security of the documents. So even if he could declassify unilaterally he's still fucked.

He tried to declassify the Crossfire Hurricane FBI casefile on the day before he left office and it still hasn't happened so you can get an idea of how complex it is made on purpose.

Russian TV talking head shows have been trolling saying there were documents relating to new nuclear weapons, but not to worry because if there were "Moscow will have been looking at them in detail"

The class of documents involved have to kept inside a space which meets specific standards.
He claimed the FBI were happy with him putting an extra lock on a storeroom which is utter bs. There was stuff all over the place in unsecure spaces.

There are dozens if potential criminal offences here.

His lawyers now need lawyers; they signed a statement to the effect there were no more secret docs on the premises in June.

Also the statutes are clear - the 10 years for any violation is per document. A bit of man maths and guesstimates : 10 years per document times 12 boxes basically means his great grandchildren will be still be serving his sentence.

there is a process and it doesn't involve waving your hands at file boxes and saying a magic spell.

2:Conspiracy to hide documents/evidence
3:espionage, life in prison
