It's a proper beast, can emphasised you on the wider rims part, lower pressure, more grip, smoother road, make nervous riding fun.
Can the brake be mounted on the inside of the rear triangle?
Still trying to find my old panniers in the bicycle shed.

Bottles would be handy, you can move the brazed on for the rear brake cable on the correct side for a tidier cable routing.
Personally not worth getting rack mount when you have the whole bike packing nonsense to deal with.
Bike packing also mean your bike won't feel weird as you would with a heavy pannier/rack.

If you've only got 1 set of bottle bosses then I'd definitely get another set and as Ed said get the brake routing bosses fixed.
I can't make our from your PIC if you have mud guard mounts? If you do then you can just use those and a rack that mounts to the brake boss. If you dont then I'd be tempted to get mudguard mounts.
Personally I think that the option of a rack is really handy and a lot quicker and easier to sort out vs bike packing*.
*I have only toured once with a bar bag and a stuff sack strapped to my seatpost.
