I have a pannier rack you can have for postage if you can't get one local, what type fitting do you have?

No shore, cos my frame i a sort odd its got the holes next to drop outs but its a track frame an has a starred rear track spacing. So not shore all racks will fit onto the seat stays, so might need to be one that fastens to the where its been drilled for a break. Hope i'v managed to make that make sense!

okay, so you have threaded eyelets at the dropouts (These stick out from the frame usually) if these abut need it attaching at the brake bridge from what you describe.
I might have something kicking around in the garage that could fit direct to the frame but I'm away until Monday so can't sort anything until then. If you get sorted in the meantime no worries.
post a photo of the rear end because I have no idea what a 'starred' rear spacing is? -
